This sounds like a PSU problem, Not feeding you GPU enough power Like Justin said above. If you want you can test this bu putting your friends PSU in your PC and see if anything changes
I think it is outdated already, it will bottleneck every modern GPU but wont for some older ones. Just like Sizzling said just decrease CPYU workload and have the GPU work more
Is there any overclock on your CPU? I have a cryorig h7 also and have to keep my 9700k at base clock so it doesn’t go over 80,its fine if it reaches 80 but for continuous use, mid 70s and below would be ideal.
Reset CMOS and i suspect that the battery Has gone bad. To reset CMOS just take the silver circle battery out of the motherboard for 30-60 seconds and put it back in.
Like John said if the curve for the fan is too low (Under 25%) it wont have enough power to turn and might not work properly, look and see if in the bios or in a program that the curve isn’t too low.
