Yes, you can use the other ports just like an ethernet switch. The only port you shouldn't use would be the internet or WAN port, only use the 1 2 3 or 4 ports as above.

Most likely your school network uses dhcp to allocate ip addresses so a switch would be all you need.

I'd go with the I5 and 8gb ram and get a better gpu. You'll get much better game performance that way. As far as downloading goes your ISP connection is the limiter there.
