my pc case is a CM storm Enforcer with stock fans. its says on cooler master website under the case i have. that the front 200mm fan is 1000 RPM and 19 dBA loud. is the 19 dBA the fan Rotation? does the wind make the sound louder so thats why i feel its louder than 19dBA? pls help me
