mobo and cpu upgrade

Hello, I've recently upgraded my mobo to a MSI MPG X570 Gaming Plus and CPU to a Ryzen 7 3800X. First few days everything went well. After two days my pc started to stutter after booting, mouse lags, sounds stutters, ... Usually it would disappear in like 5 minutes but sometimes it just stayed...

so i just upgraded my mbo and cpu and my gpu has been getting clock speed spikes of 1350 mhz at random ish at this point i wouldnt say random these spikes happen when a notifcation pops up after boot up or when i open steam fire fox etc before upgrading i dont think spikes like these happen...
