I currently have an Intel i7 7700k processor and I am looking for a new fan to deal with its high temps. I am planning on buying the Arctic Freezer 13 CO fan. Is this enough for this hot processor? Thanks in advance.

I am buying a laptop for a cousin and want to know what procesor is the lowest that will be able to do the job but i dont want one that is too cheap. Whatever laptop i get i am getting the hard drive out of it adding it as extra memory for my desktop pc and buying my cousing a ssd for the laptop.
