I Wanna finnish my build but don’t know ik I can run 3000mhz with a r7 1700 no overclocking. My motherboard is a asus b450-f

New build. I'm not having issues with the stability of my new build, but when I start-up the whole system seems to flash on for maybe a second then powers down again for about two seconds then everything powers up and runs w/o issue. Is this the new norm?
