My CPU temps welling loading into certain games or playing them spike up to 90-99˚c but immediately go back down to normal gaming temps around 40-55˚f. Room temp changes but even on a cold day it will spike high. Is this normal or cause for concern?

I ordered a new cooler, the nh d15s from noctua and some thermal paste. I searched for the best one and got krryonaut. Now I am reading threads about people who say that it is degrading really fast and drying/scratching and denting cpu. Is this true? I also saw that above 80 degrees it...
