I have a psu that has a 220-240v rating. However the cord connecting the psu to the outlet says 10 A 125v. Will it be safe to plug that into a 240v outlet?

heres a stupid question, but everywhere you are told to make boot disk for troubleshooting etc. what exactly does that do? if your system doesnt boot, what can you do from the "a" prompt other than wipe everything out? how do you diagnose problems using it in 9x or Me?
