Question 1.5 gb vram usage on startup

I have a 6600xt, which i have had no problems with until recently.

On start-up, 1.5 gb of vram is being used up by something and severely increases stuttering in intensive vram games

I thought it was a glitch with the amd overlay but in hwinfo it also shows that the dedicated vram usage is 1.5 gb and the dynamic usage is around 200

Specs

-Ryzen 7 2700x

-PowerColour Hellhound 6600xt

-16gb of 3200mhz ddr4 ram

-Windows 10 on a ssd

-B450-f gaming II

i dont know how as hwinfo doesn't work but when i came back into the normal windows mode the vram had gone down to 700mb

edit: it just went back up

i think opera gx has a memory leak as i open it up it eats away at my vram as it usually stays at 500 before i open it
