Question 1% lows always below average FPS no matter what the framerate limit is ?

Is this normal?

In cs2 for example my fps_max is usually 0 (unlimited) so I checked with afterburner and 1% lows fall down to ≈150 while average is ≈240, it really feels and looks bad to play so I locked fps to 144 (fps_max 144), now lows fall to ≈90 (I think, I know it was lower than average, I expected same as locked because 1% earlier showed ≈150)

if I lock to 60 the 1% low goes to ≈55

My expectation was the lower I set it the more stable the 1% lows will be so if on unlimited fps my 1% lows were ≈150 I thought if I set my fps_max to 144 it will be smooth, but it falls down in 1% lows.

So my question is; is this normal or something is wrong? I am just learning about 1% lows and I feel like my ryzen 3600 is the leading cause for this and that it's completely normal for this cpu, I thought this processor was decent and a "best budget buy" because of the average fps, but now I feel like I've had a piece of crap on my hands for past few years, I really never felt good with this cpu, it always just felt like crap in competitive games using all low settings, even cs go and valorant. Looking at the 5800x3d and similar, comparing the price, I feel like this cpu really might just be that [CENSORED]. Even chrome stutters below 240fps

Or the gpu? No matter what it is are those 1% lows behavior normal? Thanks!
