I had huge fps drops so I contacted riot support and after few messeges they told me to use pingplotter to see if thats the issue. It turned out that i have 100% packet loss to their servers. I've tried with my mobile hotspot and the result is the same. So now i dont know if the issue is on the side of my ISP or mine.

I can ping google servers with no issue.

There is no requirement for an IP address to respond to pings. It isn't necessarily a problem. It is a configuration choice.
Those are intermediate hops to the end IP of 172.65.212.162. You had no packet loss there.
