This morning I noticed my downloads were very slow (~9mbps vs 1000mbps, which is what I usually get). Under my connection status, it says my speed is only 10mbps, this should read 1000mbps. My cable still functions fine. There's not outside interference (tested same cable with laptop and got 1000mbps, which is what it should be). I tried setting speed and duplex at 1 gb full duplex, etc. and nothing fixes it. Here's a screenshot of my connection status: https://gyazo.com/1f8d33c3484d38d178ead91b068c5c10

hehe good. Yea the first nic was low profile, the case bracket would have been too short if your case is mid tower. The 2nd nic you linked has bracket compatible for both compact and normal size.
Hi, your network adapter is gigabit so if conditions of your network cable are perfect leaving it on auto will be the same as forcing it to 1gb full duplex.

For gigabit to work 8 wires are used, if the cable is slightly crook with one of the 8 wires it will default to megabit 10/100 or less.

It is unusual for software/driver to conflict your speeds so i doubt theres a problem with software. But if there is, try disable the adapter and then re-enable.

Most of the time 9/10 it is the switch/router, cable(s) to router to switch to PC, or one of the rj45 ports used along the chain is crook. If you have another network port on the computer, try that.

My thought was maybe it was the wall outlet that was the issue, so I tested the same cable and outlet with my laptop, and that works fine. I inspected the cable and it seems to be fine. My ethernet port on my computer also seems perfect. As for the router, I live on campus so I can't really access the router. All I get is the wall port to connect to. I'm thinking of getting a pcie ethernet adapter for about $10. Do you think this would fix it?

If there is something wrong with your pc's ethernet then maybe an pcie adapter will bypass it.

First maybe blow out the rj port on your pc. With any luck just bit of lint/fluff, dust found its way in there. Next id try the pc in a different room with another monitor easily hooked up just to be sure.

Since your at a campus, theres no slight chance the network admins have limit your mac address?

I dont see why they would limit my MAC address. Is there a way to check? I'm thinking of just getting a new adapter to test it. I also tried "changing" my mac address, which apparently is impossible. But I used this: https://www.online-tech-tips.com/computer-tips/how-to-change-mac-address/
And if i do ipconfig /all it shows my mac address has changed, but still my download is capped at 10mbps.

Would have to ask, theres no way of knowing at your end. But i doubt that is the case anyway, just a thought.

Another adapter would have a different mac address

Are you using a switch or hub from the wall to connect multiple devices or are there multiple ports on the wall?
If its a multi wall plate, could try connect a switch of your own if you have one or know someone close by who can lend you for a couple of mins to test transfer rate directly between your pc and laptop.

I'm using just a single ethernet port from the wall. There's only 1 port. I tested my laptop with the same cable and that works so I'm assuming its on my computer's end. I just find it strange that everything works fine, then today it starts randomly doing this.
