Question 1070ti Fans not spinning

Hello! I'm somewhat good with computers, and I installed a gtx 1070ti today, and i'm seeing the fans dont spin at all, not even on boot. I reinstalled replugged everything. I even installed programs to max fan speed and nothing. NOW, the programs say my fans are idling at 20%. But they arent spinning at all. So this isnt a brand new card, it was actually given to me from a friend(he knows squat about pc so i dont doubt hes had this for a month without fans working and didnt know) so is this fixable? Its a huge upgrade from what I currently have and wouldnt want it to go to waste. Thank you in advanced!

That's normal. If the GPU temp is below 55-60C, the fans don't spin.

Load it with something like FurMark and watch temps. If it's going past...70C and the fans still aren't spinning, then it's a problem.

Even if i install programs to max fan speed manually and they dont turn on that is normal?
