1070ti seems to be performing worse than 980... GPU issues?

I upgraded from a 980 to a 1070ti about a month, at the same time I upgraded from a 27inch 1440p /100fps monitor to an ultra wide 1440p/120fps monitor. I also have a second monitor, a 1080p standard ASUS one. When I play League of Legends on my main monitor with the framerate capped at 117 with RivaTuner and have a show maximized on the second monitor I notice choppiness and some fps drop. I swapped out the cards and put the 980 back in (uninstalled and reinstalled drivers) and it seemed to perform as well if not better-- fps was the same, sometimes dropping a bit below 117, but it never felt "choppy" like the 1070ti did.

Should this be happening? Should I be able to run mid graphics settings on an ultrawide 1440p monitor at 120 fps and have somehting on my other screen with a 1070ti? Could it be something else causing the issue?

Additionally, when I installed the 1070ti it was onto a clean version of windows.
Here are the other pc parts in case there are any issues:
Intel - Core i7-4790K 4 GHz Quad-Core Processor
Asus - MAXIMUS VII HERO ATX LGA1150 Motherboard
G.Skill - Sniper Series 16 GB (2 x 8 GB) DDR3-1866 Memory
Samsung - 850 EVO-Series 500 GB 2.5" Solid State Drive
(another non solid state harddrive but I don't know the exact specs)
EVGA - SuperNOVA G2 750 W 80+ Gold Certified Fully-Modular ATX Power Supply
