Question 1080 ti vga 2x8pins looks like this, what to do

Hello, I am currently having a problem with my gtx 1080 ti gpu. Over the last week i have had black screens and my gpu fans would spin at 100%. After i'd restart my pc I get constantly this message: "please power down and connect the pcie cables for this graphics card" I tried plugging it out and back again and it would sometimes work, or sometimes even just restarting the pc 1 more time would get me to windows. Now it has gotten to a point where my pc does not even boot, only black screen, fans spinning. I took it to a repair shop and they said my vga could be cracked from the inside and not enough current goes through. I don't know much about circuitry, but the underside of my 2x8 pin connectors look like this.

I don't think it's normal, they look pretty melted to me. What do you think could have happened that caused this? Should i buy a new or can it still be repaired? I bought it as used. It worked for more than 1 year.
 
I'm up in the air on this....but it looks like someone physically tried to remove solder or flux from in between the terminals.

Perhaps it got too hot and the solder reflowed and this was someone's way of trying to clean it up.

Although the solder blobs seem to perfect to have reflowed to have caused a short.....so I'm up in the air.
