What is the absolute best possible graphics card i could get for 110$ as of now?

If we're talking US dollars here, you might be able to find a GTX 1050 or Radeon RX 560 for close to that price if you take advantage of sales and/or rebates. In most games, the GTX 1050 tends to be slightly faster than the RX 560, but the RX 560 can be faster in certain games that make use of newer technologies. Both should offer a relatively similar level of performance though. Unfortunately, the prices of graphics cards have risen from what they were earlier this year, so those cards will likely be a bit outside your budget now, again, unless you can find one at a good sale price.

The GT 1030 has notably lower performance than either of those cards, though it can be found for around $80 or so.
