So, I've had this issue in the past, and I figured that installing a brand new MOBO and brand new set of RAM sticks would fix it, but no such luck. I've tried just about every solution listed, including going into my new motherboards BIOS and manually setting my DRAM clock speed to 1600, and on my previous board I had tried resetting my mobo battery. I seem to be at a total loss here, can anyone help me out?

Shorted my cmos and that fixed it. Well, I appreciate the help you guys Gave me but I think I'm stuck at 12gb. When I'm running my desktop again I'll select the solutions.

I changed the dram clock speed to one step over what it was previously, which gave me the full 16gb.

How do you know it worked if it won't boot?

At this point you need to pull your CMOS battery anyway to reset your BIOS, then the system will boot.
