Question 1st New Built PC, won't post

Hi there, new to these forums. I've been building a pc for the first time for my little brother. Specs are:
Cpu: Ryzen 5 3600
Cooler: Cooler Master Hyper 212 Black Edition
MoBo: AsRock B550 Phantom Gaming 4
Ram: G.Skills Ripjaws V 2x8GB
Gpu: GTX 1080 founders edition
Storage: hp m.2 256gb, silicon ssd 500gb, Seagate barracuda hdd 2tb
Psu: EVGA 600w non modular

I've seated and reseated everything, and unplugged and unplugged everything too. But each time I pressed the power button I get a red light for cpu and dram to flash once and nothing else. No fans power up but the light on the keyboard turns on when the psu is on. Really would appreciate the help

I was at step 23 with an inadequate psu but I tried installing windows and now it keeps resetting after a few seconds?

So it all powers up, but fails during the OS install?
Try a different flash drive to make a new USB install.

It let me go through it once but then kept taking me to the beginning of the install again and now is boot looping
