Hi! I want to add 2 80X80 fans for my t3500, but I have only one fan header slot available ( I don't want to connect fans DIRECTLY to PSU since I want to make use of PWM). I know there are fan header Y splitters, but I don't know if my motherboard can take 2 fans at one fan header (I couldn't find any info about amps at my motherboard). If not, how can I make it work? Can I supply power from PSU while fans being connected do motherboard? What splitter will I need? The fans I will use won't exceed 0,3 amp while running simultaneously(https://gelidsolutions.com/thermal-solutions/case-fan-silent-8pwm-2/ ).

But is there a possibility of exceeding the amps on startup? I read they can draw 2x or 3x more power on startup, is this true?

I cant confirm that, but I have run multiple fans through one header and never had an issue. The T3500 is a workstation machine, I think the board can handle running another fan.
