Question +3.3v reads lower than 3.3v

Hello, I had this build recently all new parts, every read was normal, the 5.0v 3.3v 12v all were normal
but recently I've noticed that the cpu BCLK is getting lower than 100mhz, BCLK reading in bios when I built this pc it was going around 100~100.6mhz and never dropped below 100 like my previous 5600x+b550 rig
but now sometimes i've noticed that it drops to 99.8 or less for a second and then it goes normal to 100+mhz when I was checking some stuff in bios
but then I checked the pc health and found that the +3.3v is reading less than 3.3v, I remember that it was reading normally back in time, Idk what have changed

MOBO Gigabyte B650 Aorus Elite
CPU Ryzen 7 7800x3D (Temp limit 80c with -40 CO Allcores)
RAM Corsair Dominator Titanium 2x16
PSU Corsair RM1000x 1000W Gold

IDK if the bclk is normal
and the rail reading also normal or is there's something i should worry about

When it comes to voltages the tolerances are fairly wide.

So if testing with a multimeter the 3.3 volt rail could be + or - 5%

And the observed 3.289 is within the allowed range (3.135 - 3.465) volts.

Plus there could be some issues or debates about the accuracy of the displayed voltage and how that voltage was actually determined with respect to 3 decimal places.

The voltage reading is not something I would be worried about.

However, I will defer to those who may have concerns about the voltage being less than expected.
