[SOLVED] 30 FPS on 60 Hz monitor feels lagging

Hi there, I have a Dell p2214h 60Hz monitor and any thing below 60 fps feels like rubbish. Without changing my gpu, what other setting can I do to make it look not terrible or should I change my monitor so that 30-40 fps looks not bad?

30 fps is on the low end for playability and to me about 24 is unplayable.
Things to try are reduce quality setting, disable things like fxaa msaa shadows ground clutter reflections , or reduce resolution

What system do yo have and what games are giving you issues? usually settings would be on a per game basis sisnce they all don't hit the cpu/gpu equally as hard.
