Question 4070 super not running full speed and precision x1 not changing fan speeds

im getting low framerates on a 4070 super i uninstalled the drivers witha driver cleaner and installed new ones when installing the card but noticed gpu only running 80percent and changing fan speeds doesnt change the fan speeds at all still running as if fan was on auto cpu is a 7900x3d

you would need to use DDU from Window's Safe Mode.

Yeah I used ddu but wasn't in safe mode the precision x1 from evga doesn't seem to set things I hadn't tried other oc programs yet

Can you give full system specs, with make, model, and how old is the PSU.

I would try MSI afterburn to control the fans, EVGA X1 was made for evga cards and is not being updated anymore, the last release date was from 10/21/2022.

i seem to of fixed it, but now im wondering are PNY graphics cards basic PNY Verto Oc is the power and voltage locked?
