4k at 60Hz or WQHD at higher frequency ?

Hi everyone, I currently run a 24'' screen on a 780Ti and decided to upgrade on a 1000 euro budget with one of the new 1000 Nvidia cards.

My main question is:

Should I shoot for a 4k cheap 60Hz screens or would a lower resolution and higher frequency screen look better?

I am buying in Portugal, here on vacation. My research shows that 1000 euro for a card and screen package leaves me with this choice to make. Ideas?

It depends on what types of games you play.
If you play fast action shooters, you wand smaller faster screens.
I play strategy games where the image and size is more important.

Yeah I am not a hardcore FPS player, can enjoy occasionaly a single player COD or Wolfenstein. But prefer a few rounds of Fallout, Kerbal Space Program, Space Engineers etc.

I am thinking on a 1070 plus Screen, will keep my HD 24'' as a second monitor.

Even a 1080 struggles for 60 fps at 4k and max settings. 1070 is a boss at 1440, 1080 is in a oddball spot at too much for 1440 and to little for 4k.
