[SOLVED] 70% medical alcohol for gpu cleaning

I've recently bought a second hand rx 480 and i'm guessing the previous owner was a smoker and the card really smells. I'm planing on opening it up and cleaning it completely and replacing the thermal paste and pads. Would it be safe to use 70% medical alcohol? I know it's best to use IPA but it's expensive where i live and it's not really an option for me.

70% is OK. I have used it many times when I couldn't find 91%.

A plain white unused coffee filter makes a good lint free cloth.
