It's the last 2 digits in that series that are the deciding factor of it's quality. The 7950 is comparable to the 7750. Sure it has slightly better stats then the 7700 series, but a 7970 is comparable to the 7770. So you got a lower end in the newer of the 7700 series.
its the same with the NVIDIA cards. A a 740 is the newer version of the 640, 770 is newer version of 670, 780 newer 680. They are just newer versions of the older card with better stats.
that being said, its not surprising that you aren't getting better fps than the 7770 your have a newer version of the lower end 7700 series.
7770 =7970, 7750 = 7950. 7770 > 7950.

the 7770 is no where near a 7970 and a 7770 isnt better than a 7950...
the 7770 is the next 1 up from the 7750 and both are worse than a 7850 which in turn is below the 7870 which is less than the 7950

is the order your looking for with best at the top...
the 7770 is about 50% weaker and in some cases over 70% weaker than a 7950 itrs the reason the 7950 costs x2 the 7770...
the only time in this series the above didnt hold true was at launch with the 5870 it is comparable to the 7850/7870 because the 6870 was actually slightly weaker performing than the 5870 due to the 5870 having more active shader cores some 1600 compared to 1100 odd...
as for your nvidia comparison... again wrong.
the 740 is a direct replacement for the 650 the 770 is a direct replacement for the 680. direct replacements are just re-badged models with tweaked clocks/power and memory that often cost less than there previous iteration.
the 780 is new arcitecture so is no direect replacement.
