80mm quiet fans?

I noticed that quiet fans are spinning at low RPM, what is effect then when he dont have power to blow hot air in time.

Soo i saw lot of wired looking fans.

My question is Is there fast fans and quiet fans at the same time?

Here's an 80mm fan that moves 32.5CFM and has a <20dBA noise level... Not a bad ratio.
