My 8RDA+ that I received back from Epox after replacing blown caps gives
me an error code and won't boot.

The LED switches from FF to CE to 25 to 29 and stops with DDR266 RAM.
With DDR333 RAM is gets to error 0C and starts a high pitched 'warble'
sound.

Any idea what could be wrong?

Toggle the "INSERT" key rapidly while you power up the machine.

If you boot with 'Insert' pressed (instead of delete) that'll reload a
safe set of defaults and kick you into the BIOS. Much used by over
clockers who went 'a step too far'.

Of no further interest to me though, since the capacitors on my board
have killed it .. I'm only still here to see how many others die the
same way (all of them?).
