Question 9800X3D Stuttering

Hi Everyone, I am currently having an issue with my 9800x3d system stuttering just web browsing and using the desktop. If I'm watching a YouTube video the audio becomes distorted and unwatchable, the cursor doesn't even move smoothly, and games are unplayable. It doesn't always happen, sometimes it works as it should. Things I have tried so far: update the mobo bios, and update the chipset drivers from amd website. I did a fresh install of Windows when I put the system together. I have tried disabling FTPM and that worked but then I can't play my games like League of Legends because of Vanguard. Any ideas on how to fix this?

Windows 11 Pro latest update
 
Vanguard as in Riot's "Riot Vanguard" or just Vanguard (Valorant)?

Are you running or not running Vanguard?

Use Task Manager and Resource Monitor to observe system performance.

Use both tools but only one tool at a time.

Leave the tool window open and viewable while gaming.

Watch for what changes when the stutters occur.
 
Since the problem goes away when you disable FTPM you should check if you have bit locker enabled. If it is, then disable it. That might help with the performance especially if your drive is not particularly fast.

But the problem could also be caused by the Vanguard anti-cheat. It's a very invasive program that works at the kernel level and can cause severe issues, especially if you are actually cheating (cheaters deserve it all the way, but honest players should not have to suffer for that). You're not cheating right?
