Question 9800X3D temp spikes on a new PC?

So when I'm installing something or sometimes when I start a certain games the temps of my cpu spike up to 80-95c and after a few seconds they get down to normal idle temp depending on the task. (When installing something 'heavy' they might be on the higher temps for a few seconds more than on game starts.) And while gaming they are 60-70c I would say.
My current cpu cooler is Cooler Master HYPER 212 EVO V2.
Also I checked my thermal paste and everything looks good.

Are these normal/safe temps for the cpu to go for a moment?

What app are you using to monitor your CPU temps? Make and model of your case? You've mentioned maximum temps when installing an app or gaming, what are your idle temps?

If you're merely gaming with the system and reach a max of 70 Deg C, then you're fine but that cooler is not something I'd have recycled from an older build(assuming it was) for that AM5 socketed processor. Would've looked at a beefier cooler or an AIO.
 
HWinfo and mainly HWMonitor. Idle temps are 28-45C. Case is Corsair Carbide Spec-01 ATX, the only thing with this case is that it doesn't give any more room for the cooler so I think I need to consider my options for a different one.

Update: Ok so I repasted and checked that the cooler was properly attached and moved some of the more thicker wires out of the way etc. and now the temps are hitting max. 73C when starting apps/games even when I have an open web browser on the background and they havent gone over 80C on the startup like I mentioned above.
I will still monitor if it happens again and I think I need to consider a new cooler like I said.
E: didn't help quite as much as I thought but setting the vo curve worked.

I have a 9800x3d with PBO enabled and although I have seen some very high temp in a few very specific scenarios, mostly during shaders compilation (I even saw 95° when Hogwarts Legacy compiles shaders), I'm really impressed with the temp of this chip. With stress tests like AIDA64 or CPU-Z it barely reaches 70 and while gaming I rarely see it going above 60 (it mostly stays around 50-55 actually but it depends on the game).

But I have a Corsair H150i Elite LCD XT cooler (360mm AIO) which is one of the best coolers money can buy. Also, you have to make sure you have a very good airflow when using a air cooler.

I understood that the 9800x3d is pretty good at throttling down when hitting its max temp (95°) so even with bad cooling it is still safe, but in this case you would not get the full performance.

I'm glad you managed to improve your temp anyway, but a better cooler is probably the only way to improve it further, assuming that your airflow is good.

Try setting a negative VO curve. Most 9800x3D's can use -30 stable but try -15 first and work your way down. You'll lose minminal performance but large cooling benefits.

E: Initial tests seems good, lowered the temps quite a bit and doesn't seem to raise them so much when opening apps/games. Thanks for the advice.
