Question 990 Pro not running at max speeds

Why is my 990 Pro only running at 1.3gbps? I thought it was supposed to run a 7.5gbps

Make and model of your motherboard? What slot is it populating on said motherboard? Make make and model of your processor and the BIOS version for your motherboard?

What tool did you use to measure the speed?

Are you sure you're not confusing GBps with Gbps? - what's the difference?

State your system specs as well.

Vendor benchmark specs are from large blocks on a clean drive reading sequentially. That is reading, not writing.
Most windows work is small random I/O so sequential speeds are largely irrelevant.
