I'm making a PC for my friend on an extremely tight budget.
It is my first time building a PC with new parts on PCPartPicker. I was looking up the motherboard and it had an RGB header. Since this is a budget PC RGB fans would be too expensive and I will be using old fans instead. However, I do have some LEDs I could use for RGB by connecting them to the header. The thing I'm not sure about is if the header is designed to simply connect to LEDs and control them or it sends digital signals. I know I'll need to use resistors but the thing I'm asking here is if the header is a simple PWM??
The motherboard is: Asrock B450M PRO4

Not really sure what you are asking about. Sounds like you are mixing up rgb headers and fan...

Not really sure what you are asking about. Sounds like you are mixing up rgb headers and fan headers? They are not the same,
An RGB header is soleley for receiving/transmitting and powering LED lights. Whether they sit on a fan, a strip, or around the neck of your cat doesnt matter. There are 4 pins. R G B and pwr. Make sure you match pwr with pwr when connecting. This is not related to your fans, rgb or not. The fans connects to completely different headers on the mobo.
If you had a fan with rgb led you would easily see this as it comes with two cables. One for LED RGB connection and one for powering/controlling the fan itself.
