Did you try with ethernet cable?
It seems you did.

But did you disconnect wifi during testing with ethernet cable?

Wifi has to be disabled, when using ethernet cable, or you'll get a network loop.

Pretty sure I was disconnected from the wifi, all it said was "avaliable".

could be the modem itself or ISP problem then, if you can rule out your PC, which was disconnected while plugged directly into the modem

I'll plug in my ethernet to my work laptop and see if the problem persists, if so ill call my isp. Thank you!
