Adding a "local" account issue...

I logged on as the local administrator to one of our XP Pro machines to
create a local account (i.e.. not a domain account) .

I add the username and for the domain specify the local machine name, click
next, then select the account type, click next again, and everytime I get
the followinmg error...

"The user <localmachinename>\<username> could not be granted Restricted user
access because <localmachinename>\<username> does not exist."

However, if I add a "domain" account as a restricted user, it works fine!!!!
Why can I not add a non domain account to this machine?

Add a local user through the Computer Management console. Start ==> Run ==>
compmgmt.msc
