advice for heatsink and fan

I'm upgrading my system - nothing too special, but I'll prolly need a new heat sink and fan. Any suggestions?

Gigabyte GA-8ISXT-FS mobo
P4 2.4B (Northwood core, 533 bus)
Crucial 184 Pin 512MB DDR PC-3200 8T - OEM (x 2)
western digital 120 gb
coolmax 400W CX-400B taurus psu
powercolor 9600 Pro
 
For the record, my cpu is definitely stuck to my heatsink. As I was trying to remove the heatsink, the whole thing popped off (cpu still attached) Naturally I freaked when it first happened, but apparently other forum users have had this happen... Its stock, so I imagine I should pry it off and replace it with new parts when for the new mobo... Any tips for removing a cpu from a heatsink? I've read to use computer for 10 minutes before trying to slide a razor between them.

As for the new comp, I don't plan on overclocking it although it might not be bad to have the option. I'd like to spend under 40.
 
The board doesn't support overclocking because it was produced for an OEM. These are surplus boards. I recomended it to him because it's about half the price of the Abit IS7 with similar quality and features.
