Advice needed for my build

Hello, I need you to rate this build

Motherboard: Asus P5Q Pro

CPU: Q9550 2.83Ghz, will be overclocked after like 1 year

RAM: 4Gb, but can't decide between A-Data G-Series, Kingston or PQI, 2x2Gb would be great.

HDD: WD Caviar 640Gb, 7200rpm, 16mb

GPU: either HD4870 1Gb(cheap one) or gtx280(expensive one)
because I'll be using 19" monitor, I think I don't need powerful card

Monitor: LG 19" 1440*900 Widescreen. Love that LGs have "4:3 in Wide" ability :) Also this is a cheap display with 2ms reaction time. Link with monitor

PSU: dunno how many watts will I need, guess 700W will be okay. I won't be crossfiring or SLi'ing. Keep in mind that I'll be overclocking later

Coolers: as cheap as possible, both CPU and System ones, stock on GPU.

Well, i think this build is flawless, but since I'm not a pro at hardware I might be wrong, please criticize. I've heard IP45 chipsets are better for Nvidia cards, while X48 for ATI. I've read that gtx280 needs 40A current and works @~280W when heavily loaded, will 700W psu manage this task?

 
At the moderate res of 16x10 you will be fine with 512Mb. Just like your system RAM, your GPU needs space to store data it's working on. Often in reviews we see no difference in performance above 512Mb... and sometimes performance is lowered. This is mostly for nVidia however. Perhaps ATI handles memory better.

Regarding your impression about P45 chipset:

P45, being an Intel chipset, is more stable than nVidia 600 or 700 series chipsets. This is regardless of which GPU you use. Intel chipsets, specifically P45, x38 and x48 do not run SLI... so they will not run two nVidia video cards. These chipsets WILL run two ATI cards.
