Question Advice on budget upgrade

Hello,

I am looking for a possibility to upgrade my current system.

Would you suggest overclocking the Cpu or buying a new GPU might help?

CPU: Intel Core I5 6500

GPU: GTX 970

Mobo: ASRock Z170 Extreme 4

Power Suply: EVGA SuperNOVA 750W Gold

RAM: 4x 4gb

SSD: Samsung SSD 850 EVO 250GB

And Most Importantly, Why Are You Upgrading: Having problem running World of Warcraft: Dragonflight – aiming to update the system so it holds the game at 60 fps during Raids
 
That is a pretty tight budget, but if you re-use your Case, SSD and PSU, this is something that might work

You should not be able to significantly overclock a non K I5-6500.
Your strongest upgrade on that motherboard would be a I7-7700K which sells for $150 or more.
That is not a great deal when a I3-12100 which is about twice the capability sells for <$150.
Buy a B660 DDR4 DDR4 motherboard with 4 ram slots for about $100.
Your ram will be fine.

As to graphics card upgrades, the remaining $350 in your budget could buy a3050/3060 class card.
But take a look at the new Intel ARC770 which competes:

He is getting more than 26% in Cinebench. I am cool with a 1/5 improvement with my current system.

In my case would you suggest any particular cooler - air/water? I am still rocking the stock one.
