Question AIO Cooling Failing

Hi Guys. I purchased 7 months ago a gaming PC from Bestbuy. For reference the specs of the PC can be found here:

I noticed a couple of days ago that the fans would go on really high RPM (loud) even when I opened google chrome. I was surprised but thought it was nothing. Last night I left the computer on all night with not that much CPU usage, and it shut down during the night. When I tested the temps this morning on a stress test the CPU would go as high as 115 celsius, so the CPU is definitely overheating. It is idling at 50, with spikes to 70 from time to time. So my question is, do you guys think the PUMP is dead? I think it works because the CPU spikes at 70 or 80 but then it cools down back to 50. So my guess is that the liquid cooling is working? But not sure. Any suggestions on how to better troubleshoot it?

A couple of things to consider:

The radiator seems to be dusty
I have been mining with an open case from time to time
I do keep it clean on the inside though, just did not pay attention to the radiator until now
 
The CPU should/will reduce it's frequency at ~100C. So the fact that it goes back down to 70-80 doesn't mean a whole lot if you're not monitoring CPU frequency.

Clean the rad, then let us know if the problem persists.

Pumps die. It's a common failure. Most scenarios are equally served by an appropriately sized air cooler (with essentially zero failure rate), but water coolers look neat. There are some other factors for AIOs (heat soak, socket stress, space constraints) that have various amounts of benefit depending on each specific scenario.
 
Some of the AIOs among IBP's options are rebranded Apaltek models, which have problems with contaminated coolant, and clogging much earlier than they should.
Look around the radiator, and see if there's a black cube built into it like this:

If yes, then likely 2 things happen.
1)You notify IBP customer support of the issue. They MAY want you to send the whole PC back to replace the cooler.
If they replace it with the same one, it'll likely happen again later down the road.

2)You replace the cooler yourself. If you want to use an air cooler, you'll have to take the measurement yourself, as the clearance isn't readily posted anywhere.
 
Thank you guys for the replies. It is most likely the AIO, but I will keep you guys updated. I will be most likely tempted to replace it with an air cooler, Scythe Fuma 2. Never had any issues like this with ay aftermarket cooler, only stock.
 
I was just checking the bios settings and mintor shows 75 celcius. I set the fan to max and still nothing temp just increasing. One weird thing i noticed though is that on of the aio tubes is hot and the other cold. It seems like the aio is working?
 
I turned it on ans soon as i opened google chrome cpu load went to 30% and spiked temp to 95 for a coupple of seconds. And than went back to 50. Just want to make sure i am not missing something simple before i open the entire aio.
