Well I just ran Far Cry 4 (SSD) and by the time I spawned (I was in a mission) an explosion occured and the game stuttered a few times. So basically playing through SSD doesn't fix the issue. Sometimes in online games, for example like League of Legends, when people come out of bushes my PC stutters for a second (which is enough time for my opponents to deal a lot of damage or even kill me) which puts me at a disadvantage in competitive games.

I just remembered that my technicians used their SSD with Windows 10 fresh installed to test games so I guess the issue doesn't come from the SSD/HDD (they also tried another pair of Ram). I am currently uploading a video of the Browser issue. Its similar to the games issue. It must have something to do with multitasking.

I've been following this thread over the past couple of days. Have you tried swapping CPUs yet? If it's not a memory, motherboard, or disk drive issue... that leaves one option, the CPU. Know anyone with a Ryzen CPU you can try out?

I was about to say that before installing Windows today I removed 2 DIMMS and tested some games. It didn't help though (I have tried that in the past too).

No, I don't know anyone with a Ryzen CPU but I have tried something similar to this with my other Computer which has the exact same issue. I used my CPU warranty because at first I though that the issue was between the Ram and the CPU but now I'm kinda lost. I just have to try everything out I guess.
So far I have exchanged GPU/MOBO/RAM/SSD or HDD and PSU. I could by another Ryzen for like a hundred euro but as I already told you I have already tried something similar and it didn't help. Plus I don't want any money to go to waste.

It's a different system you tried it out on, though, right? Did you try all those swaps with the other system too? It may be suffering from a different issue if you haven't tried all the same fixes. Process of elimination is heavily leaning toward the CPU. However, you may just have some weird diversity of hardware that just doesn't seem to gel well together. So swapping one part out may not be enough. Either way, I would try swapping the CPU somehow. Possibly get another CPU from AMD through their warranty process?

There's also 1 other possible culprit, the monitor. It's not your standard plug and play monitor, it does have a ton of user settings, some of which should be disabled (stereoscopic 3d, ailight) and some should be changed (use theater mode, trace free 60-80 not 100) and some in nvidia control panel might need adjusting (let application control 3d etc)

And both monitors will have the same default settings, with the same nvidia settings, you did nothing. I'm not saying the monitor is bad. I'm saying that because you have such a high grade monitor, you might have to adjust things to suit your needs, not just plug in and play. The default monitor settings might not be set right for the power a 1080ti can bring. It's only 1080p and really not a challenge at all for that gpu. The 144fps is the responsibility of the cpu, but gpu/monitor settings can and will change that number. Many of those monitors have their own vsync capability, overriding any vsync from the gpu, which will introduce stutters. I don't see this as being a hardware issue, but a software/settings issue.

Except you can see the stutters in recordings, so it can't be settings in the monitor.

Okay, I'll try this out. I have already played with some of these setting in the past but I'm not sure if I tried all of them. And once you are here do you know if this Display Port cable supports 144hz? I've been using an HDMI cable for my 2nd Monitor which was running at 60hz. But I bought a Display Port (after reading some threads about Display Port cables for 144hz) and it didn't give me the 144hz option and made the colors brighter (looks worse).

All display port cables support 144hz. if you're not seeing the option its an issue with your monitor or GPU. HDMI out of a 1080ti is v2.0 120hz at 1080p, so unless you are using an ancient cable your second monitor if its 144hz should work at 120hz minimum.

Fixed it. Had to change the resolution setting from Ultra HD to PC. (not stuttering)

Oh yeah I totally forgot about that. The technicians that worked on my PC told me that they tried one of their GPUs and then used the warranty for my GPU, none of them worked but I'll try the internal just in case.
