Question All Games Capped at 60FPS but Only in Full screen

Somehow, when games are on the setting 'Fullscreen', it caps my fps on 60, (while i set it on borderless and it becomes way much more) which is my monitor refresh rate. I tried checking the vsync options, and as much as i found everything surrounding it was off, anyone have any advice for me so I can play on full screen but over 60 FPS?

8GB Ram
R5 1600
60Hz Monitor
