I've had this issue for ages now and I can not nail it down. So finally reaching out.
Was using a Logitech wireless mouse that I really liked but it started acting up so I bought another one by technet. I really didn't like that one and eventually it started behaving erratically like the Logitech. So I would swap them out when it misbehaved. I would notice the Logitech was much better but then after a while it was behave strangely over time. Like if I dragged in a straight line the cursor would pause, move, pause, move and so on. Recently I was like, y'know what, to hell with this, good old fashioned wired is the way. So I got out my wired mouse and had issues with that! too!
I do use a Wacom tablet but nothing changes when I unplug it.
I'm thinking... virus? what can affect ALL mouse activity and in a getting-worse-over-time basis. Sometimes it'll just go back to normal for a few days is the thing.

By the way, the Wacom works perfectly.
