[SOLVED] All USB's shut off except one

So recently my cat spilled water on my corsair keyboard and it stopped working even after a thorough cleaning. I went to the store and bought a razor keyboard as a replacement. Since this has happened every now and again all my USB's except my keyboard shut off and then turn back on immediately. (Not actually sure if the keyboard shuts off but the lights stay on so I'm assuming it does while my RGB mouse pad, mouse, and headset turn off then back on(all corsair products)). I've noticed it also shuts off my xbox 360 controller as well. I've tried switching all the peripherals around and no matter the order the same thing still happens. I can't actually tell if my keyboard shuts off because when all my USBs connect my monitor freezes while it recognizes them for a second. Please help.

OS: Windows 10 Pro
CPU: AMD RYZEN 7 1700 @ 3.6Ghz
GFX Card: GTX 1080TI

Mobo: ASUS PRIME X370-A
PSU: CORSAIR HXi Series HX1000i 1000W 80 PLUS PLATINUM
Keyboard- Razor Huntsman Elite (new one)
CORSAIR Strafe RGB MK.2 Mechanical Gaming Keyboard (old one)
Mouse-Corsair Gaming Sabre RGB
Mousepad-CORSAIR MM800 Polaris RGB Mouse Pad

Not sure why my hard drive would have anything to do with a UBS's, but i'm using a Samsung SSD 970 EVO Plus. As for my power option it's set to best performance.

You original System specs do not list any drives, are you using a NAS?
Are you using any old mechanical hard drives?
Under "Control Panel > Power Options", is it set to High Performance mode?

My power options are set to balanced already. I'd rather not buy a self powered USB hub for this since I really don't think that that is the problem. Maybe as a last resort.
