[SOLVED] AMD FX-8350 Hopping between 4.0MHz and 1.4MHz every few minutes

So, I have this weird issue where, for example I play a game for long enough and then I get very low FPS for like 1min and then its back to normal for another 2-3mins and then it goes back to <Mod Edit>. And that will happen in a perfect rythm. It is heat-related because in the winter this problem is not that intense or not even existing but since its summer currently this problem is very present. Its very annoying. Here are some screenshots of a cpu stresstest:

NOTE: When stress-testing it happens in way shorter timeperiods (20sec - 30sec)
NOTE2: I have this issue since I bought this pc and it wasnt a used one, so its not age-related

Solution
Two things it could be:

1: Could be throttling due to temperatures

2: Could be normal operation; CPUs these days will downclock when not under load to reduce power/heat output.

Basically, check the temperature of the CPU and make sure it isn't getting too hot (which is an issue for the FX lineup).
I would try to lower the voltage to 1.35 and see if the CPU is stable, increase case cooling or buy a decent aftermarket cooler.

How would I do that? Is there a program I can use to control that?
And is this problem in general solvable with a few software tweaks or do I have to buy new hardware to get rid of the problem?
