Question AMD or intel for AI video generation?

I'm going to buy a new desktop for AI video generation. I decided the graphic card as RTX3060 12GB and the left one is CPU.
Here are the ones I'm going to pick:

1) AMD Ryzen 5 (4th gen)(Vermeer), 5600 (3.5GHz), hexa core : $747 (whole system)
2) Intel i5-12400F (2.5GHz)(Alder Lake), hexa core : $809
3) Intel i7-10700F (2.9GHz)(Comet Lake S), octa core : $897

AMD is the cheapest one and i7 is the most expensive one. I heard AMD has an issue with AI apps. So, I'm hesitating to grab it.
Which one is the best for AI video generation?
 
All somewhat poor choice if you want CPU performance.

Since none of those computers have onboard graphics, is the RTX3060 included in the prices?

10700F is pretty old at this point, not a wise option for the money.
12th gen system has the potential to be upgraded to 13th or 14th gen, but OEM systems tend not to do appropriate BIOS updates to let this happen. Really depends who it is from.

Ryzen 5 5600 AM4 socket is also end of life, but there is the immediate potential to upgrade to a Ryzen 7 or Ryzen 9 CPU. If these weren't pre-built, certainly something you could do to start with.

So, what is the conclusion? I don't get the point.
The graphic card is included in the price. I have limited budget, so this is what I can pay now.

If you are absolutely limited to those 3 choices, it doesn't matter what you can spend. You choose from one of those 3.

If you think so, how about $2000? I'm just looking for something within my budget.
I'll be happy if it works for AI video generation. Furthermore, I already have two laptops and this is the only reason to buy a new desktop.
 
With $2000 to spend, you would be wanting to put the majority of that into the GPU. RTX 4080 / 4080 Super would be doable. If you can track down a pre-built with an RTX3090 that might be worth a look, 24GB of VRAM will help with larger AI tasks. RTX 4090 is not going to happen.

I don't wanna spend too much money for this system because I'm gonna leave this country in this year. Probably November? So, basically I need this system for around 8 months. If my laptop is good enough to handle AI video generation, I won't buy it.

This should be good enough on the GPU side.
CUDA and Tensor cores are going to have a major impact on your AI generative model if the engine you're using is hardware accelerated.

As for the CPU I'd focus on whatever has the best multi-core performance, but I don't see it making a noticeable dent in output times.
