Question AMD Ryzen 3 cores stuck at 545MH

AMD Ryzen 3 3200G cores stuck at 545MH, with Ryzen master open, the TDC (CPU) readout is steadily at 109% of 65A. The motherboard is a Asrock 450 pro4. I have no idea what this TDC is. No changes have been made to the performance settings of the computer, Ryzen master was downloaded to see what the temp. and processor speed was running at because the computer was running so slow. From a net search it looks like the TDC power comes from the motherboard. Is this an inverter problem on the motherboard sending too much power to the CPU which is then restricting processing as to not burn up the CPU? The BIOS and processor driver are up to date. Power settings are set to high performance, fast boot up is disabled. Any help is greatly appreciated.

what does EDC show?
  • Package Power Tracking or Platform Power Threshold (PPT) - the power delivery to SoC

one person with similar CPU and speed found it was the motherboard that was faulty

right click start
choose power options
in next screen, under Related settings, click Advanced power settings
what power plan are you on?

The problem was the power supply. Thank you for your quick reply, the EDC would stay around 5% but spike a little when starting a task and the power setting was set to "high performance". A friend had a spare power supply and brought it over this evening and with the new power supply, the processor is functioning normally and the TDC does not immediately jump to a constant 109%.
