Question An issue with my i9 10900f

MB - Asus TUF B460 Gaming plus
RAM - Corsair 16x2 xmp-3200mhz
PSU - Corsair CX 750M
Storage - 1TB Crucial Nvme

I play a lot of FPS games, CSGO, Overwatch, Valorant, and Apex(nearly 4k hours), I used to play everything on my sister's PC (i7 10700k with a 3060ti) the gameplay was smooth as butter... nothing to complain about, I was locked at 144 FPS or 180 FPS. I got my PC back in June 2023 and the PC doesn't feel smooth to use till now, In Riva tuner or any FPS monitor I use shows high FPS but the game feels like it stutters every time. I'll keep it simple... so gonna mention only 2 games ( Valorant and Apex Legends).
In Valorant, every time I headshot or kill someone the PC stutters, i changed the GPU to 3060 to check it but... still the same issue.
In Apex, FPS drops to 100 to 130 max.... (Sisters PC gets more than 200 FPS) (-_-) The latency issue is the main problem here... I don't care about the FPS, But it's unplayable.

I tried multiple ways to fix it... but at one point I found something

In the Power plan, I changed it from Balanced to High Performance and Ultimate Performace mode. (But still, it's the same).
But under Processor Power Management I lowered the value to 99% from 100%. It feels smooth.
It feels smooth but on gunplay and a lot of stuff going on the screen it sometimes shutters like 20FPS in Game.

Stuttering is caused by a momentary lack of a critical resource; commonly cpu.

One cause might be thermal throttling.
What is your cpu cooler?
Run hwmonitor and look at the temperatures for individual cores.
If you see 100c. in red, that means you throttled and the cpu performance was temporarily lowered until the situation resolved.

Another possible reason might be interference by another app that thinks it takes precedence over your game.
That might be monitors, or an app like discord.
 
The CPU cooler is NZXT Kraken X63 280mm, temp is between 60 to 76 on 100% PPM.
on 99% PPM, it is 45 to 58.

I tried it with Discord, Razer and Logitech apps closed. I even tried uninstalling them and ran a test but nope same results. I tried switching off XMP and saw a little improvement. Do you think, RAM might also be involved in this?
 
3200 speed is not overly aggressive.
If you truly did a bit better with ram running at default speeds, I don't know why. Perhaps you have some sort of an overclock going on.
Strange things can happen if you pick something like "set to default optimum settings"

Run memtest86+
It boots from a usb stick and does not use windows.

If you can run a full pass with NO errors, your ram should be ok.

Running several more passes will sometimes uncover an issue, but it takes more time.
Probably not worth it unless you really suspect a ram issue.

Run the cpu-Z bench on your i9-10900.
You should get a number like 605:

Setting the maximum processor state to 99% disables Intel Turbo Boost. You do not want to do that. Set that back to 100%.

The 10900F uses a default long term power limit of only 65W. This will force the CPU to power limit throttle during any long term game or stress test. If you want maximum performance from a 10900F, you need to set the turbo power limits much higher. Check the BIOS to see if the PL1 and PL2 turbo power limits can be adjusted. I have a similar 10850K and I use 300W for both of these limits. Increasing both power limits to at least 200W will make a big difference.

For comparison, the 10700K is set to 125W for PL1. Some motherboards have an unlimited setting which sets PL1 and PL2 both to the max, 4095W. No more power limit throttling. That is the main reason why a 10700K runs so much better than a 10900F. The low ball 65W turbo power limit kills performance .

If you cannot find these settings in the BIOS, try running ThrottleStop 9.6


Push the TPL button and post a screenshot of that window. Here is an example of how my power limits are set. Also post a screenshot of the main window and the FIVR window.
