Animation with Premiere

If I want to add some animation to either a video clip or still, is it

Sounds more like a job for After Effects.

I'm not sure, but it's certainly possible with either AfterEffects or
Motion. If you're using a Mac, Motion would be my choice.

You can move, resize, and rotate within Premiere; if you are using a
large-format still (more than 720 x 480) you can do the "Ken Burns" effect.
But if you have access to After Effects, you have better control over the
motion.

Thanks for you replys. To be more specific, I'd like to have
still/video and have an animated character walk across the screen. Or,
perhaps, handwriting. I can also imagine having punctuation (!!) or
"Oops" exclaimation pictures slide into the screen.

Ulead Video Studio 9 allows you to mix Flash animations, graphics /
pictures, and text annotations such as "Ooops" in a cartoon like bubble
emanating from the video subject's mouth.......
