After a lot of troubleshooting, I found that it is most likely the GPU adapter cable, I see in reddit several posts complaining on how bad it is and that it is more likely to be faulty than not, so my PC runs fine with the 3080 but loses video with the 4090

I found this one, Sirlyr 12VHPWR Cable that says it is compatible with asus, but in the questions I looked for "Thor" and there is a review saying it is not compatible(IK it can be a pebkac situation, but rather be safe than sorry) so I was hoping someone can advise on a cable, either in amazon, ebay, newegg, or something of the sort(Or the brand and model, to look for it locally)

I have looked all over in online stores available here and I cannot find any, find many for corsair, nxzt, and other, but not for asus/rog

Probably the issue ROG Thor 1200w has with high end GPUs. It's a Seasonic Prime platform inside which has problems with the highest end GPUs.

That's an adapter and fits any ATX PSU that has 3 PCIe 6+2 pin connectors. I don't recommand to use adapters thet add extra length and extra connectors between the PSU and GPU. Best you can do is to get an ATX3.1 unit that comes with a 12VHPWR connector out of the box like the NZXT C1000 or C1200 Gold 2024 ATX3.1 series. It's one of the best PSU series and relitively cheap. https://hwbusters.com/best_picks/best-atxv3-pcie5-ready-psus-picks-hardware-busters/5/
