[SOLVED] Apps are not opening from Start menu

I downloaded a software named 'HD uninstaller native.exe' for completely uninstalling 'bluestacks emulator' and now the problem is when I open this software nothing happened just a windows poped up and showed "BlueStacks uninstalled successfully".. but from then some of my start menu apps including File explorer, This pc, cmd etc. app doesn't open....the app icons are there bt not opening only from Start menu .

download something from unknown place?
if you have a restore point use that
try doing a repair on windows
or do a fresh os install
