Are modern GPUs CISC or RISC based?

Well the title says it all, are modern NVIDIA and AMD GPUs CISC or RISC based and also what about mobile phone SoC graphics?

GPUs are not CPUs. They have programmable shaders but they have a limited instruction set

Do you know what a RISC processor is? A RISC is a Reduced Instruction Set Computer and you say limited instruction set. They sound the same to me.
