ARMA3 Multiplayer Gpu and CPU load low and FPS low?

Hi guys,
I am playing a lot of Arma 3 multiplayer and get around 20-25 FPS max wiht my config on standard and high.

VSYNC=OFF

Amd fx8150
Radeaon HD7850 2gb
12G Ram

My cpu and Gpu load wont go over 60%... why i dont get more fps and my load wont go up?

Wich part i have to change ? cpu or gpu or different setting i dont know ... im crying...

Your GPU load will change automatically to go along with your game.

ARMA 3 is a terribly optimized game specially for SLI in my case. When I run my 980's in SLI I only see an improvement of about 5FPS and my cards both run on only 10% load. As far as I have researched there is nothing that can help fix the poor optimization. If you put your terrain on the highest you should see your GPU working slightly harder and you should get a couple more frames.

I'm having the same problems with Arma3 (and Arma2 for that matter)
This page specifies what settings affect GPU and what settings affect CPU load.. could be helpfull, tho with my APU, no real difference noticed.
